Rummas was a Time Lord and friend of the Sixth Doctor.
At the Academy on Gallifrey, Rummas was tutored by Delox and Borusa. Rummas stole a TARDIS and left Gallifrey to explore the universe.
Rummas first met the Doctor at a party on one of the moons of Korpal, but he was too drunk to remember the exact circumstances.
Rummas lived on Carsus for several centuries and became the curator of the Library of Carsus. During his last incarnation, he met the Sixth Doctor on Carsus. (PROSE: Spiral Scratch)
