Raxacoricofallapatorius had a Senate. Glune Fex Fize Sharlaveer-Slam Slitheen planned to buy a fleet of battlecruisers, return to Raxacoricofallapatorius and crush the Senate. The Slitheen were unable to do this when Glune was killed and his plan to strip Sol of its energy failed. (TV: Revenge of the Slitheen)
