Seth Hyer was the deputy director of the Pandora Institute. He had known Chin Lee since his youth. He had a sessions with Josh Carter where he enjoyed the terrible fears he had. He then used his as a toy soldier. He also used this on Petronella Osgood. He was one of the Keller Machine embryos who was symbiotically linked with Chin Lee. He lost the power when Lee's disk was removed. His human appearance was a projection. (AUDIO: Open the Box)
