A shadow Earth was a version of Earth that existed sideways in time from the real Earth. It was grey and colourless, with houses and streets that would crumble if touched. There was no human or animal life, but vegetable life was present. It was a shadow of reality cast by the intelligent life of the true Earth shining like a star.
The Vist controlled the shadow Earth created when they fenced off 2011-2019. According to the Second Doctor, there were multiple shadow Earths. (AUDIO: The Forbidden Time)
