Shepard was part of a group that stole a time rotor from a TARDIS. Shepard was stopped by the Fourth Doctor and warned that he should return it. He chose not to return it, and he and his companions, Adams and Morgan, were condemned by the Time Lords to repeating the events of the theft, with each loop being reduced in half from the previous loop, until they no longer existed.
