In fact, the cybermen in this episode make so little sense, they might as well be another species. I mean, when did Cybermen (any variant seen so far) become autonomous from the humans they were built from on any level? The Cybermen are a means to immortality, they don't "use up" or burn out the human as implied in this episode. Granted, they seem to have evolved (clearly more advanced than any technology in Pete's World, what with the tentacles), but it still doesn't make any sense whatsoever.
