The doctor says that the daleks were destroyed on skaro about 1,000,000 years in the future, and 2164 is about the middle history of the daleks, wich would mean the daleks were already around for 1,000,000 years prior to 2164. So the daleks were around for about 2,000,000 years! Well they didn't change much in that time did they! Anyway, this is hugely inconsistent as on Skaro they were still experiencing the nuclear fallout that mutated the daleks in the first place. It's an exageration. Not literally "a million years", but rather "a long time". In fact it's less than 400 years! (See "Planet of the Daleks" for more).
