::I'm way late, and kinda new to this wiki, but I'd argue that it is narrative. The dialogue in the game makes it clear that all the characters are there at once, and the player simply chooses characters for the gameplay itself since having everyone fighting at once would be unwieldy. I think it would be fair to say that the narrative elements of the game (the Sontarans damaging time, the Master doing his thing, the Doctor collecting his past incarnations and companions) really did happen, since those things aren't affected by anything the player does.
