The main difference to fanfiction is that it is available to purchase in print, and in the case of ''Seasons of War'' there was communication with the BBC to check if it violated everything; and of course there is the contribution of Big Finish/EDA/PDA/Virgin etc. writers in a public space. As it is in print theoretically one could come across it in a charity shop or similar so it has wider readership than standard online fan fiction. I personally believe it should be included for completionism's sake (although good to hear it will be included elsewhere), but had I been aware that all charity publications were violating the Wiki's policy, obviously I wouldn't have created the page in the first place.
