After "[[Harold Saxon]]" announced the existence of the [[Toclafane]] to the world, Winters arrived in Britain aboard the presidential plane, Air Force One, and forcibly took over Saxon's position as ambassador to the Toclafane. Though technically under the authority of the [[United Nations]], Winters ordered that the event be branded with is own seal of office. He made the announcement on global television onboard the aircraft carrier ''Valiant'', where the Toclafane rejected his authority.

After Winters foolishly angered Saxon, who in actuality was the Master, Saxon ordered one of the Toclafane to kill Winters. One immediately did so, firing a laser bolt that disintegrated the President on the spot. His death signalled the start of the [[Toclafane invasion|Toclafane occupation]] of [[Earth]]. The destruction of the [[paradox machine]] only [[Year That Never Was|rolled back time]] to a few moments after Winters' death, meaning that it still happened and Winters, unlike many others who had been killed, remained dead. Pompous, arrogant, cynical and extremely narcissistic, President Winters saw himself as the rightful Earth representative. He was antagonistic towards the British, declaring that they had elected an "ass" with Saxon as Prime Minister, and displayed what he saw as perfect patriotism, but was in fact textbook arrogance. He saw himself as above the United Nations, ordering that his own seal of office be used in place of the UN's for the First Contact, suggesting that he viewed America as above the rest of the world. This eventually culminated in his assassination by the Master when he insulted him.
