I reverted the edit because from the dialogue in Dark Eyes 3 from my point of view it is Narvin who hired the Master. It doesn't realy make sense for Straxus to have hired the Master, as in ''Eyes of the Master'' the Master is "working for the CIA" in the timeline where Straxus has been erased, and in the other version of the Ides Institute. All of that only makes sense if it was Narvin who had hired him.
