The quote you reference from The Master is referring to the humans who reached 'Utopia' and altered themselves to become Toclafane. The Futurekind were left behind on Malcassairo, with little hope of survival. If starvation didn't wipe them out, the impending heat death of the planet would have.
Still, I consider them lucky compared to those who went to 'Utopia' and became Toclafane. Hopefully it ended quickly for them.
