The Controller protests that the Ogrons are too stupid, and are unsuited to fighting the highly intelligent guerillas. He proposes using humans instead. The Daleks refuse, as humans are treacherous and unreliable - despite the Controller pointing out that he, himself, has served the Daleks loyally all his life. The Controller informs the Daleks of the Doctor's presence in this time zone. The Daleks recognise the name, declaring that the Doctor is an enemy of the Daleks and must be exterminated.

The works [[manager]], who is secretly a rebel, sends the interrogator away; but before he can brief the Doctor, the Controller arrives.
