The 9th Doctor is probably just joking around with Rose; it's very like him to tease about his accent, and we know he slips in and out of characters with people he doesn't know (which means he would just say he's from the north to a stranger as a gaff).

In ''[[Forest of the Dead]]'' the Doctor says that hair dryers interfere with his sonic screwdriver, so shouldn't he be unable to use it against the arm?
