He later allowed the election, but he was trying to persuade the populace that there wasn't a fuel crisis. He had [[murder]]ed children. He was later re-elected by the populace. He wanted to execute [[Ace]] but the [[Seventh Doctor]] managed to stop it. He used people as fuel. After being revealed by the Doctor, Ace and Hex, he was attacked by a mob.
