Using Mr [[Diagoras]] as their proxy, they began kidnapping humans as test subjects. The Cult succeeded in transforming Dalek Sec into a Human-Dalek hybrid but with unforeseen consequences. Being part human, Sec was able to feel human emotions like sorrow and mercy.
