The Doctor recognises the Orb as a key to an immensely powerful [[Time Lord]] weapon called the [[Starbane]]. Whoever controls the Starbane could conquer the [[universe]], which the Doctor [[deduce]]s that both the Daleks and Cybermen intend to do.
