:Here's a funny thing...just by coincidence I think I found the answer to your question. There exists a category called [[:Category:Quote template doesn't work on this page]]. The description on the category page states:
:::"Quote template doesn't work on this page" contains pages where the current styling of <nowiki>{{quote}}</nowiki> just doesn't work, largely because <nowiki>{{quote}}</nowiki> is in conflict with the table of contents. They are, therefore, candidates ripe for using a different quotation template.
:There is only one page in this category, [[Lance Parkin]], and if you look at the source code, the quote given is using <nowiki>{{Simplequote}}</nowiki>. So now we know the answer: <nowiki>{{Simplequote}}</nowiki> was created to cover pages that don't work with <nowiki>{{Quote}}</nowiki>.
