Is Gat a Time Lord or just a Gallifreyan? The Doctor's sonic says she is Gallifreyan, but it does not mean she is not a Time Lord as well. In fact the Doctor says "one Time Lord to another" and Gat is shown to have telepathic abilities. She doesn’t regenerate, but this is probably because the rifle disintegrated her. (Or she could be on her final life.) Chubby Potato ☎ 05:36, January 28, 2020 (UTC)

:"One Time Lord to another" really answers your question, I think. The Doctor's sonic shows that Gat is biologically Gallifreyan, which some stories distinguish from Time-Lord-hood. Thirteen also uses telepathic contact, which generally only happens between Time Lords, immediately after saying this act would be one Time Lord to another. 06:48, January 28, 2020 (UTC)
