As per the novel Lungbarrow, he was created out of a loom (http://tardis.wikia.com/wiki/Loom) possibly re-loomed, rather, as a reformation of The Other. As such, he's not got a Mother.
Also remember that just because an opinion was given in a commentary does -not- make it canon.
