After [[The Five Doctors]] the plan was to release one from each Doctor.  This was not quite achieved as [[The Ark in Space]] was slipped in to stop two black and white stories being released back to back.  And in 2003, one release from each Doctor was wanted. [[Pyramids of Mars]] was originally scheduled for release much earlier than 2004, but clearance issues with equity fees held the release up.  It came out in 2004 when it was voted by [[DWM]] readers in 2003 as their the most wanted DVD release.
