Rose Tyler had some sway over the Dalek's actions as it had absorbed her [[DNA]] to regenerate itself and escape it's captivity. A side effect of this absorption was an awakening of emotions in the Dalek. Though the [[Ninth Doctor|The Doctor]] threatened to destroy the Dalek with an alien weapon, he was convinced otherwise by Rose once she showed him the Dalek's difference to before. It ended its pain (induced by the emotions) by self-destructing. It needed someone to give it orders so it asked Rose to give this order herself, which she did, reluctantly.
