The Mentor was the creator and leader of the Daleks in a parallel universe.
The Mentor was the creator and leader of the Daleks in a parallel universe.

Described as an angelic being, she was encased in a glowing, golden throne. Her embedded implants resembled delicate jewels. She spoke with a soft, echoing voice. The Mentor's Daleks were created to serve as guardians of peace and order in their universe.
Biography
Like Davros in the primary universe, she was the creator of the Daleks. However her were created to serve as guardians of peace and order in their universe. She became their commander-in-chief and the centre of the computer network. She was psychic and only another psychic being (such as Kalendorf) could block her probes. She led her Daleks in establishing peace across their universe by force. (AUDIO: Dalek War: Chapter One)

Like Davros or the Dalek Emperor in the primary universe, she was the commander-in-chief of the Alliance Daleks (as they came to be known) and the centre of the computer network. She was psychic and only another psychic being (such as Kalendorf) could block her probes.
After the Dalek Emperor made contact with her universe via Project Infinity, her Daleks met his Daleks at Lopra Minor and declared war, horrified at their counterparts‘ crimes. (AUDIO: Project Infinity) They discovered Kalendorf, Alby Brook and Mirana in stasis on the Emperor’s flagship and put them in communication with the Mentor, having determined they were important to the Daleks’ enemies - the Earth Alliance. An alliance between the Mentor and the Alliance was agreed to fight togrthrt against the “Enemy Daleks”.

Although she was more inclined to work with aliens than the Daleks from the primary universe, she was as dogmatic and driven as they were. Over time, Kalendorf, Alby Brook and Mirana began to develop doubts about the Mentor and the Alliance Daleks. Reports suggested that they enforced peace and order with the same ruthlessness with which the Daleks from the primary universe subjugate and conquer. Several planets which refused to provide troops to the war effort were reduced to a medieval level of technology, having had their industrial infrastructure destroyed. In a more extreme example, Emmeron, which had been embroiled in a nuclear war by the time that the Dalek War began, was reduced to a Stone Age level. These worlds came to be known as the Punished Planets. The actions of the Alliance Daleks led Kalendorf to conclude that they had merely swapped one dictatorship for another, outwardly more benign one. (AUDIO: Dalek War: Chapter One)

Six years into the war, the Mentor was in contact with Kalendorf as he commanded an Alliance fleet aboard the Courageous. The fleet moved on the Enemy Daleks’ last stronghold in Earth’s system. She began having doubts about his loyalty and questioned his decision to to make landfall on the terraformed Jupiter after a bruising battle with Enemy Dalek forces. After Alliance forces on the planet fell victim to vaga plants, with a second wave of Enemy Daleks approaching, the Mentor requested Kalendorf be returned to Lopra Minor for brain correction. He fled and reached the Defiant where he finalised a deal with the Dalek Supreme to betray the Mentor. As he’d planned the revived Susan Mendes made a new broadcast as the Angel of Mercy, ordering Earth Alliance forces to turn on their Dalek allies and help the Enemy Daleks overthrow the Mentor. After many years of war, the Mentor arranged the dimensional rift to be temporarily expanded to being Kalendorf to her. They parlayed and she questioned his reasons for betraying her, offering to restore their alliance. He refused and she ordered her Daleks to withdraw to their universe, having determined the likely outcome of the war continuing was the destruction of all life in the galaxy.
