Proposing an [[alliance]], Rassilon enabled the Cybermen to embark on a campaign to conquer Gallifrey and, by extension, all of [[time]] and [[space]]. In addition, the Cybermen ensured that [[the Doctor]]'s first twelve [[incarnation]]s did not intervene in their ultimate conquest, by forcing them into various scenarios where the Cybermen were too powerful to be defeated.
