On [[17 September]], reports from "secret sources" revealed [[crisis]] conditions on Skaro. The [[Dalek Emperor]] was believed to be organising a full-scale investigation which was designed to locate [[One in a Million Dalek|the single Dalek]] who [[question]]ed an imperial order. It was said that the Dalek required a [[reason]] for clearing mutated [[plant]]-growth in the path of a [[Motorway|highway]] project. The ''[[TV 21]]'' report relayed from a Hyper-Space News Agency correspondent reiterated that the Dalek code was one of absolute obedience and that the development of [[free will]], should it spread, could subvert and destroy the entire race.
