In  the Walking in Eternity short story Executive Action, Fascination appears alongside other members of the Special Executive including Wardog, Cobweb and Zeitgeist. It is explained that the Special Executive are Parahumans, early Loom-born experiments ordered by Rassilon, who are embued with time energies which give them strange abilities. The prototypes were rejected and thus became known as 'The Bastards of Rassilon', although they continue to be used by the High Council to do the Time Lord's dirty work. During a civil war on Gallifrey between the Loom-born and womb-born Gallifreyans, the Special Executive departed Gallifrey leaving the two sides to battle it out.
