In the ''[[Walking in Eternity (anthology)|Walking in Eternity]]'' short story ''Executive Action'' Cobweb appears alongside other members of the Special Executive including [[Wardog]], [[Fascination (Executive Action)|Fascination]] and [[Zeitgeist (Black Sun Rising)|Zeitgeist]]. It is explained that the Special Executive are [[Parahuman]]s, early [[Loom]]-born experiments ordered by [[Rassilon]], who are embued with time energies which give them strange abilities. The prototypes were rejected and thus became known as 'The Bastards of Rassilon', although they continue to be used by the [[High Council]] to do the [[Time Lord]]'s dirty work.
