Braxiatel studied at the [[Time Lord Academy]]. Although he hated his time there, during which he was nicknamed "Icicle", ([[AUDIO]]: ''[[Lies (audio story)|Lies]]'') he was determined to succeed so that he could leave Gallifrey, attracted by the wealth of [[knowledge]] in the universe and not wanting to conform. Passing with a handful of firsts, Braxiatel became an unofficial [[ambassador]] for the [[Time Lord]]s, dealing with off-world affairs that he pretended not to be wholly interested in so as to disguise his desire to leave. He was eventually able to persuade the Time Lords that he would be of more use as a permanent presence off-world. Although the [[First Doctor]] respected Braxiatel, he envied his brother's freedom to leave the planet and attempted to follow in his footsteps before realising that the Time Lords did not need another Braxiatel. [[Maris]]' [[potential engine]] told her that the Doctor's brother was a government stooge. During this time, he allowed [[First Doctor|an old man]] and [[Susan Foreman|his granddaughter]] to flee Gallifrey, even though he had been given the order to erase them from history. The very same day, President Pandad died when a power relay in his office overloaded; an inquiry headed by Braxiatel found that this was an accident.
