Hi, sorry about taking a while to get back to you. In general, admin talk pages are not the best place to ask questions like this. I would recommend going [https://tardis.fandom.com/f Discussions] in future. To actually answer your questions, I would not consider [[Time Lord]]s to be omnipontent. While in many ways god-like, they do not have complete control over the [[universe]], or even just over [[time]]. If they did, I doubt that the [[War in Heaven]] or the [[Last Great Time War]] would have happened. Why send the [[Fourth Doctor]] to [[Genesis of the Daleks (TV story)|wipe out your enemies]] when you could just do it yourself with your omnipotence? In terms of more powerful beings, possibly the [[Eternal]]s? There may be more that I can't remember.
