Hans Surbeck was an agent for the Bereznik Secret Police in the late 2040s.

He was chosen by Colonel Tobolsk as the right candidate to track down and get a confession of the secrets possessed by former Agent Twenty One of the Universal Secret Service in Berlin because he looked "ordinary" and would be able to blend in with a crowd, which went against Bereznik's usual brute force approach. He followed Twenty One to the roof of his apartment after using a toy mouse with a mobile TV camera to find him there. Hesitating in order to find his tape recorder, to use in conjunction with his toy snake filled with doses of truth serum, Twenty One tackled Surbeck to the ground but they were interrupted by USS agent Bruce Silver who was sent to kill Twenty One. Surbeck fired his toy's missiles at Silver to ensure he did not kill him. Mistaking Surbeck for the USS agent, Twenty One used his snake to fire the truth serum into Silver, prompting him to repeat a confession of his identity. Surbeck pointed his gun at Twenty One just as he realised his blunder, managing to evade his gunshots. Remembering he had Surbeck's control box, Twenty One then summoned a toy with a blinding light, causing Surbeck to stumble off the roof to his death.
