			:Re:Shambala's concerns, I feel like both of them are addressed in the OP? This isn't as blanket an amnesty as the last one. Both of the users she mentions would still be blocked. Trolls can grow and change, and the spirit of this is to give them another chance, while still having in place guardrails. At least in my conception.
