::: I agree, but I was avoiding being definitive, since there seems to be an exception for image categories. For example, [[:Category:TARDIS images]] has existed for a long time — although that category is probably justified for other reasons, i.e. it's useful to collect pictures of the TARDIS in one place for editing purposes.
