I can't find any source stating he was Deputy PM or Foreign Secretary during CoE, all sources describe him as an adviser. Interestingly though, he is Foreign Secretary in TMWStW, which actually postdates the FS claim being added to this article. Another citogenesis?

The idea was ridiculed by the [[Home Secretary]] [[Denise Riley]], who suggested he favoured this idea because his surname was near the end of the alphabet. Yates said that he had no children.
