As for "why isn't Ood Sigma involved", Bigredrabbit possibly hasn't seen the Children in Need preview of End of Time Part One, which establishes that the Doctor ran away from Ood Sigma and had many adventures before returning to "face the knocking", as it were. Phil Ford pretty much states at that link that Dreamland is one of those adventures, and in fact it may be possible to include the DWM strips with [[Majenta Pryce]] and the [[Doctor Who Ongoing]] storylines in this gap too.
