By any reasoning the diamond even with the correct technology is now useless as the connection to galifrey needed not only the white point star but also the master, and as the master is locked in the timewar now this is impossible.

*Diamonds are actually quite brittle. A bullet might well destroy it. Of course, if it were the real world, the diamond would have burned up in the atmosphere.
