In the scene where Jack reveals he was called the Face of Boe, in the background as he runs off you can see people taking pictures at the big water fountain where the Torchwood lift is. I want to note this on the article but don't know where. : Unless the production team wanted them it'd be a production error. But, like you said it's kinda not at the same time.
