:::Whilst in most situations tha's a fair ruling (why haven't we included ''The Next Doctor'' as a 2009 special, as per this rule, btw?), I think there is a difference between a story with several diferently-named episodes being given a unifying title, and a mini-episode which was included in a the Series Two boxset as a special feature with, I imagine, not much thought, which only a couple years later have possible titles come to light.
