The [[renegade Time Lord]] known as [[The Master (UNIT years)|the Master]] persuaded the Chief Sea Devil to act against the [[human]] race to destroy it. The [[Third Doctor|Third Doctor]] argued otherwise and offered to broker peace between the two species. The Chief agreed to this but the agreement was soon demolished when [[Walker]], the politician in charge of the situation ordered Captain [[John Hart (The Sea Devils)|John Hart]] to launch an attack on the Sea Devils Base. Subsequently the Chief Sea Devil revoked his agreement with the Doctor and instead used the Master whom (with the Doctor's "assistance") constructed a device designed to wake the rest of the Sea Devils.
