*I don't think its a reference to the 10th Doctor. Lot's of people say "I'm sorry" and while the 10th is known for his over-use of it, the doctor saying it in this situation doesn't seem like a reference at all, especially since the 10th didn't say "I'm sorry" while regenerating.
