:Yes more or less. All in-universe individuals have articles, see [[:Category:Individuals]].  
:There isn't currently a specific policy, beyond the [[Tardis:Manual of Style]], [[Tardis:Layout guide]] and the [[Tardis:Guide to writing Individuals articles]].
