The sentence implies that ALL humans in the universe at that time were on the ship towards Utopia and thus all became Toclafane. Doesn't seem to be consistent since the Doctor mentions humans being all over the universe many times (albeit he has never been to the year one hundred trillion, but seems possible other "rogue planets" exist). Also, on the wiki [[Human]], the quote: "the last <u>known</u> Humans" implies that there is no conclusive information confirming all humans at that time have become Toclafane.
