With Moffat writing this stuff, I'd not be in the least surprised if you're right. I've suspected for a while that, one way or another, the Silence will end up causing the very thing they're trying to avoid. Of course, "one way or another" is pretty broad and I can't make any claim to knowing any details of how the thing will eventually work out. It will also be interesting to see what, if any, other consequences there are. In another topic, I suggested that because the Doctor's name is a question that goes far back to his origins it's possible (but very, very far from certain) that it could be used somehow as a link to allow the Time Lords to make another attempt to break out of the time lock. If that were the case, it might mean that the highly manipulative Silence were themselves being manipulated by Rassilon and company, which would be a good touch.
