Field Major, later Commander, Starn was a Sontaran who lived during the early centuries of the Rutan-Sontaran War. Despite having fought in many battles, he was relatively low ranked.

Starn infiltrated the human cloning-ship Genesis, on behalf of the Sontaran Empire, corrupting the ship's geneticist Sylvia Tanner. He aimed to use the ship to grow a Sontaran army instead of livestock. (AUDIO: Silent Warrior [+]Loading...["Silent Warrior (audio story)"])

Starn was involved in the "glorious retreat" from Hastagart, where he received a facial injury off the rim of Landseer which would later develop into a deep scar.

In a battle with the Rutans on a planet in the Klovian Cluster, Starn was one of three surviving Sontarans - the other two being Marshal Vrike and Major Kyre - against a single Rutan. In a final confrontation, Vrike and Kyre were killed by the Rutan, before Starn managed to blow it up. (PROSE: The Three Little Sontarans [+]Loading...["The Three Little Sontarans (short story)"])

At a later date, Commander Starn served as part of the Sontaran Assessment Survery, a lone mission where he intended to survey a planet's population prior to an invasion. As such, he captured three inhabitants of the planet, the brothers Carl, Meklan, Naze Gruff. After experimenting on them, Naze eventually outwitted him and knocked him out via the probic vent.
