Stephen Hines was an employee of Torchwood One prior to its destruction. Through his job he became acquainted with Toshiko Sato, who he had feelings for.
After discovering the disappearances of the computer virus's victims, he contacted Tosh and worked with her to defeat it. She then told him to return to London and not to contact her again, as he had escaped Torchwood and should not let it take over his life again. Despite this, Stephen left her a number of voice messages, unaware that she had been killed by Gray. (AUDIO: torchwood_cascade_CDRIP.tor)
