Stephen Keyser
Stephen Keyser was a London resident and conspiracy theorist, particularly of UFOs and aliens; he learned about the Doctor and his hypnotic abilities from classified files which he had acquired and shown to his friend Walter Jacobs. In 2002, the Fearmonger chose Keyser as its host, his own fear of the New Britannia Party and its leader, Sherilyn Harper, leading him to believe that she was the host of a malevolent alien entity. After making a failed assassination attempt on Harper, the Fearmonger unleashed a mental burst of concentrated fear on him, rendering him permanently insane with fear. He was captured by security guards and placed in a psychiatric ward, where the Seventh Doctor questioned him about Walter's next move. (AUDIO: The Fearmonger)
