Sergeant Stewart was the head of a 21st century militia unit. Jamie McCrimmon belonged to it during the months while the Second Doctor was recovering from a head wound. They investigated reports that a Shiner was being kept at West Home Flats Retirement Community. The youth gang living in the cellar accidentally shot and killed Stewart in the confusion.
