I think this is again one of those pages where real world info is being mixed with a relationship that the Doctor had, or an event that he experienced. The statement alleged on this page can't be found in full in the novel cited. I don't think Mangara tells us the date of the start of the Chapel's ceiling painting. It just has an episode where the Doctor is with the painter as the ceiling is being painted, and an editor has used wikipedia to connect the ceiling painting to a particular year in question.
