I'll concede the point, as the BBC site (http://www.bbc.co.uk/doctorwho/classic/episodeguide/trialtimelord1/detail.shtml) does confirm 2 million. BUT! If you watch the episode, it really, really, really sounds like Colin Baker is saying "billion" instead of "million".
