No it wouldn't. There's no evidence in valid sources to conflate the fairly context-less mention of "Zoria" in PROSE: Hello And Congratulations! with the "agent" mentioned by Dudley in WC: Is anyone receiving these transmissions?, I'm afraid. Scrooge MacDuck 13:23, 21 May 2022 (UTC)
Feels like splitting hairs, considering they're the same licensed character, who are supposed to be viewed as the same in-universe character, albeit with some subtlety, and serves no actual purpose to the Wiki's readers to have two pages... 13:32, 21 May 2022 (UTC)
Policy's policy. Licensing or not, we do have a certain standard for recognising intended connections between characters based on information in valid sources, and Zoria/the Agent just don't meet those at present. The following is more of a rule of thumb than a hard principle, but think of it like this: not only is there not evidence in the valid sources to prove they're the same character, but I think it's on the level where the idea that they might be the same likely wouldn't occur, even as an uncertain hypothesis, to someone just reading the short story and watching the webcast in a vacuum. I suppose so, even if it feels weird and kinda unnecessary (in my opinion) to have two pages on the same character.

Not quite comparable, those two: Reg Cranfield is explicitly not the same policeman from An Unearthly Child - Fred Rawlings is - Reg was named in homage after one of the two potential actors to play that policeman; and Wade isn't a licensed usage of Amy Pond - if she was, the pages would be merged. 15:56, 21 May 2022 (UTC)

I agree with Epsilon that the division between these pages is purposeless. We're allowed to accept real-world information as context for page naming and merging – for instance, Bill's comment in The Pyramid at the End of the World about the "orange" President is covered on Donald Trump, not Orange President (The Pyramid at the End of the World). We're allowed to use {{conjecture}} when a character is intended to be from another series – for instance, Tara (Verdigris), which Scrooge correctly moved to Tara King. So if Zoria was a real-world figure or a character from Star Trek, we'd be all clear. But since she's mentioned by name in another valid source, we're not?
