her clothes aren't ripped, she is just wearing them badly, disheveled. probably suggesting she is drunk or at least been "partying hard". (UK city centres on a friday or saturday night when the clubs kick out....Whoo boy!) her make up and the crying....well only people who want to leave hear the call, so she would have to be unhappy with her life.
